What is Medi-Cal?
Medi-Cal is
California's Medicaid program. Medi-Cal provides health insurance
and long-term care coverage to approximately 6.5 million elderly,
disabled and children in the state.
Who can
qualify for Medi-Cal?
Anyone who is
already part of the following programs:
SSI/SSP
CalWorks (AFDC)
Refugee
Assistance
Foster Care or
Adoption Assistance Program
In-Home
Supportive Services (IHSS)
You can also get
Medi-Cal if you are:
65 or older
Blind
Disabled
Under 21
Pregnant
In a skilled
nursing or intermediate care home
On refugee
status for a limited time, depending how long you have been in
the United States
A parent or
caretaker relative or a child under 21 if:
The child's
parent is deceased or doesn't live with the child, or
The child's
parent is incapacitated, or
The child's
parent is under employed or unemployed
Have been
screened for breast and/or cervical cancer

involved in the Medi-Cal Planning Process?
The process
starts with an application.
With immediate
Medi-Cal, this application is made to the local Social Services/
Welfare Office.
With Long Term
Care Medi-Cal, the application is made either at the convalescent
home or at the local Social Services/ Welfare Office.
Preparing for
Qualification for Medi-Cal:
You should call

Medi-Cal for
Long Term Care:
The process of
Medi-Cal qualification for long term care is very different that
immediate care Medi-Cal. You should obtain legal counsel to
assist you in qualifying you in this area.
Medi-Cal
Recovery:
Can Medi-Cal
recover from my estate? Many exceptions to recovery exist. You
should consult us before you attempt to qualify so we can guide
you as to the exceptions to recovery by Medi-Cal after death.
Medi-Cal
Asset Protection Trust:
With a little
help from a specialist attorney, you can protect certain assets
from Medi-Cal recovery. When the court transfers the assets of
the ill spouse to the well spouse, and makes those assets
separate property of the well spouse, Medi-Cal no longer has a
claim to those assets. Therefore, planning in advance can assist
the well spouse in preventing future recovery by Medi-Cal against
the separate property.

Costs in California:
According to a
May 2011 article in the Sacramento Business Journal, it is
reported that “the cost of a private room in a nursing home
in California is $91,250 a year; the national rate is $77,745 a
year. The cost in California has risen 3.8 percent a year over
the past six years, compared to an national increase of 4.4
percent per year.” “The median hourly rate for home
health aides is $21 an hour in California and $19 per hour
nationally, according to the 2011 Cost of Care Survey by Genworth
Financial.”
